PeriodicSyncManager: unregister() method

The unregister() method of the
PeriodicSyncManager interface unregisters the periodic sync request
corresponding to the specified tag and returns a Promise that resolves
when unregistration completes.

The following example removes a periodic sync to stop syncing articles in the background.
